I am naively wondering if all of these ... arms are manually controlled or auto-piloted while you stroll along casually.

My guess is that they are manual, at least to some degree. At 2:46 you can see he's holding a joystick, with two other joysticks placed in the same spot. My slightly qualifyed guess is that these are the controls for the arms/cutters.

If you look at the rearward attachment, it clearly states "hack", so it's probably really cheap.
